We all the weather related trouble we are having makes you think how fast road's railway's, and bridge's ect will last. In a post SHTF world?

Going by the state of the roads in London following recent bouts of heavy snowfall over the last couple of years not very long at all.
In 'Day of the Triffids' the chapters at the end which are set five years after the SHTF have buildings collapsing and so on along with roads being in terrible condition. I dont see any reason why they would be much different now.
One thing I have pondered on in the past was the possibility that following a SHTF event the weather might become even more extreme. My dubious thinking on this was based on a sort of reverse global warming notion. So lets say a major pandemic hits. Within 2 months the heat signature that mankinds gives off would have been reduced to almost zero. Always wondered if that might have an impact ?

As the Norwegians say (Obviously in Norwegian and not English), "There's no such thing as bad weather, only bad clothing". If everyone were issued a good set of heavy tweeds then I'm sure a lot of this "bad weather" thing would go away.
