Law and order and punishment are sometimes presented as a problem in PA scenarios. Condign, capital punshment or community protection is always an option but we could see from Survivors how fraught and irreversible that could be. Corporal punishment has problems of who is going to do it, lingering resentment and a lack of a point to it.
Eric Frank Russell wrote a short story of a planet with no money and happy people doing things for other people. BUT they have the dreaded punishments of sending someone to Coventry, boycott and total exclusion from society. Favourite children's story for them is of, I think, Idle Jack who was like the grasshopper in the Ants and the Grasshopper fable, he did nothing but take and eventually starved to death.
So is sending to Coventry the answer? Humans being social animals/
